 For those in positions of community leadership, make sure there are enough metal or plastic trash cans located along thoroughfares, throughout parks, public picnic areas and other places where crowds might gather. Encourage groups to adopt spots in town or in neighborhoods where they would maintain cleanliness on a regular basis.
